The manager of the public railway infrastructure shall, in accordance with the requirements laid down in the legislation, provide railway companies (carriers) and repairers with uniform, non-discriminatory conditions of access to the infrastructure and shall monitor compliance with the conditions laid down in respect of access to railway infrastructure, both for use of the railway infrastructure and for the reconstruction of the infrastructure.
